
Welcome to The Maysville Voice, the newsletter for those who reside and vote in the Maysville District in Buckingham County. I am pleased to bring you much information, links, and resources to inform and engage with you as your County Supervisor.
Some topics we will be considering or hearing about during our meeting on this Tuesday include: A public hearing regarding a 100 megawatt utility scale solar development near Mohele Road and Stage Coach Road (applicant is Blue Rock Resources LLC and is requesting a special use permit, Planning Commission voted to recommend approval); our FY21-22 County Budget Audit; an update regarding our courthouse renovations and repairs project; a presentation for a Commonwealth Technology Award for our Solid Waste Management from COVITS; zoning introductions regarding a Special Use Permit for a 5 MW solar garden near 106 Whetstone Lane off of U.S. Route 60 and another Special Use Permit for a proposed Adult Home/Assisted Living Facility at 3973 Petersville Church Road; budget adjustments from the School Board and the Sheriff’s Office; a request from Central Virginia Services for space at the Gravel Hill Solid Waste Site to place a fiber hut to serve the remaining RISE project (a public hearing will need to be held); and consideration of a contract for auditing services.
We will also be discussing VDOT roadway matters (I always welcome your roadway issues). Please contact me regarding any of these topics before the meeting!

More on the Proposed Solar Facility in Southern Buckingham
Drilling down more on the proposed 100 megawatt solar facility in southern Buckingham that is being proposed by Blue Rock Resources LLC:
- The project is being developed by REW clean Energy, a subsidiary of the RWE Group, the third largest renewable energy company in the U.S. and the country’s second largest solar owner and operator. With more than 15 years in the US renewables business, RWE has a proven track record in renewable energy is a result of combining RWE Renewables America with Con Edison Clean Energy Businesses.
- The proposed 29 conditions include the following: inspections, compliance with erosion and sediment control and stormwater rules, amount of land that can be disturbed at any time in the progression of the project, cleaning of basin and other traps, independent inspections, Erosion and Sediment Control Plans, DEQ involvement, erosion and sediment third party inspectors, corrective measures, observed runoff at stormwater outfalls, records of rainfall amounts, construction hours, pile driving restrictions, noise restrictions, minimum setbacks of 350 feet from homes to solar equipment, a 50 foot setback from solar equipment from property lines, 75 foot setbacks from solar equipment from rights of way, groundcover, a minimum 50 foot setback from streams and wetlands, and a 50 foot vegetative buffer within the setback from property lines.
- The conditions also address lighting, fencing, decommissioning, interconnection, training of emergency services providers, construction management, glare, and more.
- The proposed siting agreement, depending on the outcome of our vote on this project, would include $1 million for the county within 10 days of approval of the project, $1 million within 30 days of issuance of a building permit, and $1 million within 30 days after commencement of the commercial operation of the project.

Congratulating Paul Garrett, Your Next County Supervisor
I would be remiss if I did not congratulate Supervisor-Elect Paul W. Garrett, who was elected on Tuesday to be your next Maysville District Supervisor. I am elated that the voters saw fit to send him to the Board of Supervisors to succeed me. Being a former educator, he understands the needs of our schools and what it takes to prepare our youth for a successful livelihood as they build their lives here. Investing in public schools are of the utmost importance to Paul, and that is the paramount reason I ran for public office. You and I can count on him to support public education. Paul will represent you in the same manner I have with constant constituent engagement, knocking on your door, writing you, following up with you, calling your telephone, and being YOUR VOICE on the Buckingham County Board of Supervisors. Paul understands the importance of constituent relations, investing in public education, law enforcement, public infrastructure, economic development, working with VDOT for your roads, and, most importantly, working with his fellow County Supervisors to seek compromise and see good things happen for Buckingham County. Congratulations to Paul!
